Data will be the statistics i.e. the entries for various observations or explanations collected. It is normally numerical. This can be done either by primary collection or secondary collection, etc.
Fraction is numerical value which is not an integer.
Hence fraction is a value mixed with integer and a part less than 1 but data is a collection of observed items.
