Cubans arrived in the United States with little more than the clothes on their backs. Many sought assistance from the Cuban Refugee Assistance Program (CRA). Authorized by President John F. Kennedy in 1961, the CRA provided short-term assistance in order to help Cuban refugees obtain food, shelter, and clothes.
