Jonathan Swift clearly explains the state of the 18th century women in a most satirical way. He says that most of the time, women spend their time in dressing room trying to impress other men. Men on the other hand looked for women who has more money.

With these facts in hand, the author says that Women with money spends more time in her dressing room trying to impress men. The author satirically says to come out of this construct and to take part in healthy progress like getting into politics and so on. So from the above statements, they were not allowed to vote says that the poem is satirical.
