The most likely reason the framers of the Constitution did not tell the judicial branch how to interpret the document is that THEY WANTED THE JUDICIAL BRANCH TO REACH ITS OWN CONCLUSIONS.

Each branches of the government have their own roles in the government as specified in the Constitution. The legislative branch's role is to make laws, the executive branch's role is to implement the laws, and the judicial branch's role is to review the laws passed and assess whether it is in adherence to the constitution without bias. In this way, check and balance among the branches is performed.
