Franklin D. Roosevelt was having issues with the Supreme Court due to his New Deal policies. Many of Roosevelt's New Deal policies focused on creating federal agencies that would help America recover from the Great Depression. However, the executive branch is limited in what it can and cannot due. This is where the Supreme Court comes in.

The Supreme Court has the ability to declare with a law or agency is constitutional (aka legal) or unconstitutional (aka illegal). There were multiple agencies/laws created by FDR that were considered unconstitutional and were forced to shut down. This included the Agricultural Adjustment Act (AAA) and the National Recovery Administration (NRA).
