|2x - 6|  <= 10   means:-
2x - 6 <= 10  and   2x - 6 >= -10
 2x <= 16  and    2x >=  -4

x <= 8 , x >=  -2

That would be the first choice ( note the circles are filled because of the = sign in the inequalities)

so substitute the numbers like this:
