The Monroe Doctrine was an ultimatum to European countries, in which the US was the regional power, and that it would use it's resources to "protect" it's neighbors and it's own interests. In this case, the European countries were not to interfere with territories in the US, creating the U.S. sphere of influence. However, existing colonial powers were not removed by the U.S.
