move -2 to the other side

sign changes from -2 to +2

7+2=3/8x-2+2

7+2=3/8x

9=3/8x

multiply both sides by 8/3 to get x by itself

9(8/3)=3/8x(8/3)

pretend that 9 has a denominator which is 1

cross out 9 and 3, divide by 3 and then becomes 3*8=24
