This legislation was proposed by president John F. Kennedy but he died in November 22, 1963. After him Lyndon Johnson introduced the bill  and got passed by Lyndon B. Johnson and gt passed in senate by 73-27. and by 289-126 in the House.  It was signed into law by Lyndon Johnson on July 2, 1964.
