the republic was much like the government of the USA is today (the founders like what Rome did so they took it) and what caused it to become an empire was power hungry rulers hope this helps good luck

When Rome was a republic, there was no complete leader. People either followed some Patrician classes or sometimes a military general. This lead to many civil wars to strike. During the wars, Julius Caesar rose to power, and the Senate was afraid of him and asked him to back down, but Caesar leads his army to Rome. This caused another civil war between Caesar and Pompey. When Caesar won, he was renamed 'dictator of life' He was then killed because the leaders were scared he would become a tyrant.

Closed rules strongly limit or forbid amendments.

Open rules allow for anyone to propose amendments.

Whereas in the Senate, there are basically no rules. (you'd have to look up specifics for yourself but in general it's because they have a higher knowledge of legislator)
