True. In pretesting a survey it is always better to ask people to complete the questionnaire than critique it for you.

It is always better to ask people to complete the questionnaire and not critique it for you because people are not informed critics of how these questionnaires should function and can bring their own bias to the assessment you want from them.

It is always better to let the people complete the test by themselves and then see if the questions you have put in there make people answer in a way you want them to answer. If that is the case then the pretest is successful otherwise it is not.
