In March of 1941, an amendment creating the State System and establishing the Oklahoma State Regents for Higher Education, was accepted by the legislature.
This became the backbone for higher education in the state, which presented <u>the opportunity to develop nation-wide leadership through education.</u> The importance they gave to this opportunity can be reflected in the implementation of the Oklahoma Campus Compact (OkCC), <u>which organized college presidents to promote civic responsibility and engagement</u>. The state also pioneered the application of financial support programs for students.
