It can be helpful to understand that the "%" is a sort of fancy or short-hand way to write "/100".

That is, 5% means 5/100. This is your fraction. It can be reduced to 1/20.

As a decimal, of course, 5/100 = .05, a number with 5 in the hundredths place.
