Under his administration, he strengthened the <em>"American Foreign Policy</em>" by establishing the "Monroe Doctrine." The reason behind this was that <em>the USA wanted to expand its borders into Spanish territories. </em>The doctrine then strengthened the relationship between the <u>USA and South and Central America.</u>

The United States has endeavoured and succeeded in achieving its territorial expansion at the expense of Spain. The United States has had a problem with runaway slaves who have often resorted to Spanish-controlled territory, more precisely Florida. The government pointed to this problem, but the results only happened when General Andrew Jackson, with his troops, entered Florida territory and overthrew the Spanish governor.

Spain was at that moment preoccupied with the Latin American revolts. They agreed to leave Florida to America. In return, the US promised not to claim Texas and pay the debt owed to US citizens. The amount was five million dollars, all of which happened in 1819.

Step 1 of the Anaconda plan was to completely blockade all ports that were in any way related to the southern territories. They wanted to prevent them from getting help from outsider countries such as European countries which were willing to help the Southerners at the time. By blocking all ports, they would prevent them from ever leaving the territory. This step was conducted by the Navy.

Step 2 was about cutting it off from help from the Americas. It was about a continental blockade where the southerners would be surrounded from all sides, from Northern states in the north, to northern blockades in the East and West. They would occupy and block things like railroads or similar roads and would prevent anything from getting in or going out of the territory.<span />
