First look at all of the factors of 16:
(1, 16) (Cannot have only one group so this one does not work)
(2, 8) (this one is two equal groups of eight because 2x8 is 16)
(4, 4) (this one is four equal groups of four because 4x4 is 16)
(8, 2) (this one is eight equal groups of two because 8x2 is 16)

You can put it into two equal groups of 8 because 16/2 is 8
You can put it into four equal groups of 4 because 16/4 is 4
You can put it into eight equal groups of 2 because 16/8 is 2
