The expression is used for the enormous exchange of agricultural varieties, diseases and cultures between the Old World and the New World after the discovery of America in 1492. In that year, Christopher Columbus' voyage of discovery led to an era of widespread contact between the Eastern and Western Hemisphere. The term was first used by historian Alfred W. Meanwhile, the system of local government is determined by the Organic Law on Local Government

and Self-governance, adopted in October 1997. Despite many juridical flaws, this law provided the

basis for the development of a relatively efficient system of self-government. The Organic Law on
