The Great Leap forward forced people in the rural communities to form Industrial and Agricultural communes. The Communist party took control of this commune and force the people to give the result of their work to the government.

During this time, the government force each communes to fulfill certain amount of Quota from their production. If they fail, the government often send their people to either killed the people or sent them to concentration camps.
