The process of RNA synthesis always occur in the 5' to 3' direction. The RNA polymerase moves from the 3' strand and adds the polynucleotide and RNA synthesis in  5' to 3' direction. The anti parallel nature of the nucleotide causes the RNA synthesis in  5' to 3' direction.

In the growth of the individual embryo, as well as in evolutionary history, the brain develops roughly from the base of the skull up and out ward. The human brain actually has its beginnings, in the four-week-old embryo, as a simple series of bulges at one end of the neural tube.
