The Ottoman empire expanded into Europe and incorporated territories in southeastern Europe and in the Balkans. It attempted to conquer Vienna. For centuries, it was one of the great powers of the world. It enjoyed military might, a vast territory and large populations, vast resources , and a unified political-administrative system.

This act was widely used throughout the whole century, in the fight against monopolies.
