In order to find where this point is, let's first look at the x axis, or the sideways one.  The x value is -3, so we go 3 to the left.

Now, we are at 3 to the left of the origin.  Next, we evaluate the y axis, or the up and down one.  Since this value is 5, we go up 5.

The point that is three to the left of the origin and 5 above it is B, so B is the correct answer.
