Although he was a loyal and honest person, a minority of his compatriots were corrupt and unprincipled. His command was also deteriorated by scandals. "What is the charge against me?". Means that if somebody is aprehended by the law because is suspected about an illicit, the suspect could say the mentioned statement.

"You have the right to be represented by a lawyer. If you cannot afford one, a lawyer will be provided for you." means a defendanthas a right tho have the assistance of counsel, i. e. lawyers, and if the defendant can't afford it, could request goverment to appoint one or pay defendant legal's expenses.
