The answer is D. The nearest hundred thousand in this case would be 6 and the next number is 5 or more, we raise it up 1.

D is the correct answer. 15,659,999 look at the number in the ten thousands place it's a 5 which means you round the number in the hundred thousands place which was a 6 to a 7.
