For the first few weeks the baby sex is undermined, at 18 weeks you can see if the baby is a boy or girl! So it takes about 18 weeks for a penis to develop. If you meant when the penis starts to grow is in between the ages of 7 to 11 years old and it wont be fulling formed until they are at least 18 to 21 years old.
