y = mx + c 
y = 1/5 x + c
at point (5, -1)
-1 = 1/5 (5) + c
- 1= 1 + c
c = - 2

y = 1/5x - 2
5y = x - 10

Question 2:
slope = (9-5)/(3-1)
Slope = 2

y = mx + c
y = 2x + c

at point (1, 5)
5 = 2(1) + c
c = 5 - 2
c = 3

y = 2x + 3
