The first constitution approval depended on on 9 states to ratifty it, the first state to ratify it was Delaware, in an anonymous votation 30-0 for acceptance of the constitution and the 9th state to ratify it was New Hampshire un June 21, 1788, half a year after Delaware did it, the last one to ratify it was Rhode Island in 1780, and it was with threats of being expelled from the union and be treated as a foreign state in rebellion.

I'm not sure which speeches, but the German people were so prone to believe Hitler because, well, they wanted hope. After World War I, they had little money and their country had little respect anymore. When your desperate you grab onto something that may very well be too good to be true. That's what Adolf Hitler was to them---a way out, hope---which I'm sure Hitler knew and took advantage of.
