I believe it depends on the person’s maturity. There are kids who are mature enough to drive at 15 and get their permit, and there are some kids who don’t drive until 17 or 18, simply because the parents won’t allow them, either because they are protective, or because they don’t see their child mature enough to drive yet. Immaturity can mean being irresponsible, and irresponsible driving can be dangerous. So I believe it depends on the maturity of the person.

But, if we’re talking legally, no. You can get your permit in the United States at age 15 minimum.
