apparent motion is an illusion that make us perceive an object to be moving while it's actually not. This could be seen when changing colours like what displayed in Christmas lights or when we pass a tree when driving a car and make it seems as the trees move in the opposite direction as ours.

I did this last year so I might be wrong, but I think he wanted to eliminate because he thought it was unfair that bigger states would get more votes than smaller states and he thinks it should be equal. For example Rhode Island gets 4 and Pennsylvania gets 20
