I would say a art teacher. I found a fine artist is considered a person who makes art for a an intellectual reason and beauty. A art teacher makes art teacher makes art to teach students, the intellectual part, and most art teacher judge how the students art look as part of there grades, the beauty part. Also most art teacher got fine art or art education degree. One of those degrees says right in the title fine art. In my opinion the art teacher is the fine artist. Hope this helps you!
