Since the party is meant to be a surprise for her she's supposed to arrive after everything has been set. The purpose of it all is to catch her unaware, like entering your room, you turn on the lights and then you hear screams of delight renting the air. That's a surprise. However, she arrived before the 'surprise party' is perfect, the surprise is ruined.
