(x+y)^{2}=x^{2}+y^{2}+2 x y

Hence (2 b+3)^{2} can be written as (2 b)^{2}+(3)^{2}+(2 \times 2 b \times 3)=12

On simplification,

On moving 12 from right hand side to left hand side, it becomes negative (-12)

4 b^{2}+9+12 b-12=0

Rearranging the terms,  4 b^{2}+12 b+9-12 = 0

Subtract 9 from -12, we get   4 b^{2}+12 b-3 = 0
