Symbolic conduct refers to a method of communication that does not necessarily relied on spoken or written words. This conduct is protected under the first amendment mostly in order to protect protesters/activist.
For example, protesters can conduct their protest by Government's decision by wearing same colored headband together.
IN such situations, the government cannot force them to remove the headband since it is considered a form of symbolic conduct. They meant something even though they do not necessarily made a voice or written words.
