He had the idea of taking revenge from the person. Also, he took a vow that soon he will "read it on his heart". Here 'it' symbolizes the 'scarlet letter' which Hester has to wear in her entire life. Chillingworth's response about the man with whom Hester had an affair with is significant of the fact that he wanted to take revenge from him.
