Explanation:

Not just in the U.S, but in many countries of the world, where the electoral system exists, citizens do not participate in them because they either feel lazy about it, or they feel they do not play a vital role in their government. Many think that voting is useless because in the end, it is other people who make the final decision. However, this is not the truth in democracies. Although it is so that representatives make final choices in government, it is citizens who elect these representatives, and this can only be accomplished through voting. Also, because of voting, citizens acquire the right to become a part of the control system to the representatives they have elected. Through elections citizens help to establish and guide the decisions that lead the nations. This is why the answer is the one above.
