I LOVE DOING THAT!!! It gives off a great deal of suspense or dramatic incline if you will. I believe your thinking of the word rubato. I hope that helped.
The best way to shoot a picture would be to have it center screen. You can look through your viewer as well as long as your subject is the main focus in the middle.
