Width of the rectangle =   x + 3

The Perimeter of the Rectangle = 2 (Length + Width)

So, here the perimeter = 2((2x^{2}  + 3x +1 )+(x+3))  = 2 (2x^{2}  + 3x + 1 + x +3)\\= 2(2x^{2}  + 4x+4) = 4x^{2}  + 8x + 8
