Explanation:

The pH of the acid are less than 7 whereas the pH of bases are greater than 7. According to Arrhenius' definition, acids when dissolved water produces hydrogen ion whereas bases gives out hydroxide ions .

These hydrogen and hydroxide ions when present in water behaves as a carrier of charge and so conducts electricity . Thus electrolyte is a general term which is used to describe the substances when dissolved in the water conducts electricity .
