Sewage plants are run by the EPA (Environmental Protection Agency) and are all publicly run and controlled by the government as well.That leaves the only privately owned thing, the shopping mall. Since they are privately owned, the government has almost no control of the business and there is a lot less hassle involved.

1. power is shared by a powerful central government and the smaller states/provinces are given considerate self rule within the guidelines made by the central government. other examples of unitary gov. include the united states and germany, where there is an executive head power, but also states with individuality and their own say in government.

2. the responsibilities and powers of gov. tend to be fairly clear cut and in times of crisis a clear division of power often results in more swift and intelligible actions being made and assistance in the form of governmental power distributed amongst individuals with wise guidelines.

3. they're at risk of lacking infastructure. shina specifically is a multi-ethnic country that has to constantly adapt to uneven economic, political, and cultural development in different areas while maintaining an overall "equal" government. due to this, china has a multi-level legislative system and is furthermore classified as a country with a unitary system of government
