Civil laws are related to disputes over money ,property and social matters like inheritance marriage disputes ect. Criminal laws involve offences like thefts,robberies,murders, cheating,physical injury,etc.

That was in the past however and these days electors vote based on the patterns of the state electorate because Presidential candidates are better able to reach the American people now.
