Balochistan is a very large but not very populated region of Pakistan. We want to figure out why it has no sugar mills.
Well, sugar mills are used to turn sugar cane into sugar. Sugar cane is a plant that usually grows in areas with water or a more tropical climate. Places like Brazil export lots of sugar because it has a very moist environment and a very tropical climate, so lots of sugar cane be grown and made into sugar.
Given that information, it is safe to assume that Balochistan is not tropical and has a dry climate, because you need tropical climates and a wetter climate to grow sugar, and Balochistan has no sugar mills at all.
If you look at a map of this region, which I have provided for you below, we see that it is extremely dry and barren. It most likely has little to no rivers, a very dry climate, little rainfall, previous droughts, etc. Our guess that Balochistan has a dry climate was right due to the information given; we didn't even have to look at the map! But, it is great to look at maps too because they contain lots of information that might be helpful as well.
