In order to respond to the necessities and emergencies of the citizens, Georgia established as their state-response agencies the Georgia Emergency Management and Homeland Security agencies. However, it is also important to state that these are not the only agencies, that there are some volunteering agencies supported also by the state, like the VOAD. But those two in the answer have been directly established by the state of Georgia as their response system to natural, and man-made, disasters.
