The correct answer is C.

In 1983, when President Reagan pronounced this speech it was a moment in which some social sectors claimed for denuclearization.

On the other hand, Reagan believed that doing so would weaken the US in the international scenario and that the country would be placed in a position of military and moral inferiority if they got rid of their nuclear weapons. His approach was totally the opposite, he believed that the US should use the technology to continue improving its weapons so that other opponent countries would fear them.

Monroe Doctrine and Roosevelt Corollary--the Monroe Doctrine first set the policy that the western hemisphere was closed to colonization. The Roosevelt Corollary took it a step further by providing military behind the policy. 

Following the independence movement in the US and throughout Latin America, the US wanted to protect the area from future colonization. The Monroe Doctrine made the statement and then 80 years later the Roosevelt Corollary enforced the doctrine with our navy and army force.
