<em>Corruption levels in the South generated many problems.</em> The most important was the lack of trust. After the war, many people came to the South to try to profit themselves with the tough situation that former slaves lived and the poverty of the region. The people from the North during the Reconstruction time that went to the South to take advantage of the difficult situation there were called the <em>Carpetbaggers.</em> People were not motivated at all and had no interest in the government projects and attempts to reconstruct the South. Just a few people in the region really cooperated modifying the way things were before the war. People were angry and desperate.

The resistance to change buried the efforts to culminate with the Reconstruction of the South in 1877.

The main reason why this was the case is because if people didn't trust the government, then people would think it was a waste of tax payer money to have the government involved in something as expensive as Reconstruction.
