If we were to set a list of strict rules about what we can and can't do, it would help people realize what they are doing and how they can help fix it. Not only make this policy but strongly enforce it. If its not strictly enforced no one will follow through with it and the environment will not be protected as it should. All of these things must work together or we will never achieve environmental protection.
