Through the order coming from him being the highest in command over them all, the President used a commanding tone to make sure that help and assistance were provided to the necessary individuals. And the tone can be best understood and identified by the use of the word "<em>authorize</em>" which in a way, can be taken as<u> someone who gave permission to do something to another person, signifying his greater power over the other</u>.
