"I wandered lonely as a cloud" is comparing a cloud directing to a persons feeling. This would be a simile.
The tone starts starts out lonely, like the author says, and turns to cheerful, as the author sees the daffodils.
The words "Fluttering" and "dancing" helped you determine that the author is happy, and the words "wandering" and "lonely" help you determine the beginning tone.
