pocket veto kills a bill approved by Congress. In the U.S system, the President takes ten days to decide on what to do with a bill passed by Congress and if he signs it becomes law automatically but if he does not it goes back to congress and if two-thirds of both houses agree its made a law. while a pigeonhole kills the bill even before it starts its ride in Congress and the bill is set aside for a better time to pass it or kill it. the similarity is that both pigeonholing and the pocket veto are forms of burying a bill by mere inaction.
