Federalists believed in a strong central government. They  argued in favor of separation of powers: the division of the government into three separate branches whose powers balance each other. They felt this would be necessary and helpful. On the other hand, Anti-Federalists were fearful that the separation of powers would not equally balance power. They did not believe that this separation could occur in a fair way.

Federalists' beliefs could be better described as nationalist. The Federalists were instrumental in 1787 in shaping the new US Constitution, which strengthened the national government at the expense of the states and people.

Anti<span>-Federalism refers to a movement that opposed the creation of a stronger U.S. federal government and which later opposed the ratification of the 1787 Constitution. The previous constitution, called the Articles of Confederation, gave state governments more authority.

The main drawback of the plan, although initiated from the onset, was that is was nearly an impossible task to accomplish due to the size of the Mississippi River.

Roosevelt did not mention Germany and the war in Europe in his speech because his main aim was to make sure that America stayed out of the war. He did not want the American people to become involved in foreign wars.  What he did do, however, is provide weapons to the Allies to help them fight the war. It would seem that by providing the Allies with weapons he was hoping that the citizens of the USA would never become involved in the war.
