There are 100 Senators. They are elected for a six-year term. If a person wants to contest for the election he or she must be at least 25 years for house and at least 30 years personate. The Congress was formed by the constitution in 1789. It replaced the functions of confederation. There was no third-party at that time.According to article 1, section 8, the U.S. Constitution defines the rights of Congress. The Constitution lays out what kind of rights a branch has. Congress has the authority to collect taxes, declare war etc. Congress is the mean legislative body of the United States. There are two types of power. Powers which are explicitly defined a known as enumerated powers and the powers which are assumed to exist are known as implied powers.

The general powers of Congress are defined in article 1 of the US Constitution. Additional powers are granted to Congress through constitutional amendments. The implied powers of Congress are derived from necessary and Proper Clause mentioned in the constitution. Congress has financial and budgetary powers like power to levy and collect taxes, to pay debts, provide for general welfare and defense mechanism of the United States.  

The power of taxation was increased through the 16th amendment in 1913 that included income taxes as well. The Congress also has the power to appropriate funds.  This power ensures a check on the executive branch. It regulates commerce, foreign relations. Congress plays an important role in national defense like to wage a war, maintain the armed forces, making rules for the military. Congress has the power to build post offices, post roads and issue patents.

Article four grants power to Congress to allow new states admission into the union.
