Russa, or the U.S.S.R. at that time. When the U.S. found out about Russian missiles in Cuba, they established sanctions once the U.S.S.R. got rid of the missiles. So as soon as the Russians put missiles in Cuba, it was a domino effect that led up to the cold war.
