I don't watch anime, but maybe try one of the really mainstream shows? something like that will have allot of great references to look at while you draw, so if you pick a popular show you will be able to get more information for drawing. I know I wasn't much help, sorry for taking your points :/
It looks like maybe some kind of news reporter stage. Maybe like something important is happening, from the possible screen on the right it kinda looks similar to a building so possibly something to do with a news report on 9/11.
